自2022年1月29日起，停止使用海外护照申请在线预约系统，所有普通护照和旅行证业务均将通过中国领事申请。

certificateswillbeliedforthroughthe"ChinaConsular".

有特殊困难不能通过申请或有紧急需要的人员，请通过绿色通道联系相关使领馆线下办理。请参考相关使领馆官方网站的相关通知或相关使领馆。

(一)下载注册中国领事

Downloadandregisterthe"ChinaConsulate"

中国领事可以通过苹果应用商店、腾讯应用宝商店、小米应用商店、华为应用商店或扫描下图中的二维码下载。下载成功后，使用电子邮件或中国手机号码注册账户，按提示填写中国身份证号码或普通护照号码（如无上述证件，可使用其他实名认证账户或联系使领馆线下）完成实名认证，然后正常登录使用。

(二)申请办理

1、信息填写

1、登录，点击护照旅行许可证或应急旅行许可证业务模块（应急旅行许可证业务仅适用于短期出国旅行、出差等急需返回护照的人员。在当地居住、学习和工作人员应选择护照旅行许可证业务），并选择申请许可证的使领馆；

2.逐步、完整、准确地填写个人基本信息；

3.在线签名确认相关声明；

Signingonlinetoconfirmtherelevantstatement.

4.按要求上传证件照片(照片规格要求)、现持护照资料页等证件。

specificationrequirements),theinformationpageofyourcurrentpassport,
andotherdocumentstolyforthecertificate.

申请人年满16周岁的，由父母一方或法定监护人协助，请上传父母一方或法定监护人同意办理护照的书面意见、父母一方或法定监护人的护照等身份证件，以及证明法定监护关系的材料（如出生证明、户口簿等）。

familyregister,etc.)accordingtothenoticeoftherelevantembassy
orconsulateorthepromptinthe.

2、身份验证

为确保相关证件的申请由本人操作，对申请人进行人脸识别。如果您真的无法通过身份验证，您可以点击跳过直接进入下一步，但您需要根据大使馆和领事馆的要求在线预约视频访谈时间或访谈。

3、提交材料

原则上可以在线提交相关办证材料。

如果您选择邮寄提交方式，您需要将打印或手写的申请人姓名、订单号、旧护照或旅行证等材料邮寄给相关使领馆。请按照使领馆的要求，跟踪我的订单或信息中心的办证进度，并及时邮寄材料。

4、支付缴费

PaymentPayment

支持微信在线支付（适用于部分博物馆），申请人可选择邮寄支票或在博物馆现场支付。如果证件不符合受理条件或需要退还差额费用，将通过原支付渠道进行。如果文件不符合受理条件或需要退还差额费用，将通过原支付渠道进行退还。应急旅行证申请一经提交不能撤回，网上缴纳的费用不予退还。

bewithdrawnandthefeepaidonlineisnon-refundable.

5、提交申请

完成上述步骤并成功提交订单后，相关申请将提交使领馆审核。申请人可以在我的订单或信息中心跟踪许可证处理进度。大使馆和领事馆的工作人员将及时通过反馈审查进度，并根据情况在中间留言，要求补充上传材料。
